Cambodia–Thailand RBC Holds Special Meeting in Koh Kong Under ASEAN Observation

Koh Kong — Cambodia and Thailand convened a special meeting of the Regional Border Committee (RBC) on Tuesday afternoon, as both sides continued efforts to manage border tensions following a ceasefire agreement reached late last year.

Lieutenant General Maly Socheata, spokesperson for the Ministry of National Defence, said the meeting began at 2:17pm at the Cham Yeam–Hat Lek International Point of Entry in Mondol Seima district, Koh Kong province.

The talks were held between Cambodia’s Military Region 3 and Thailand’s Chanthaburi–Trat Border Defence Command, under the observation of the ASEAN Observer Team (AOT) from both countries.

Delegations Led by RBC Secretariats

The Cambodian delegation was led by Major General Mom Samedy, Chief of the Cambodian RBC Secretariat. The Thai side was headed by Captain Kittiphon Kunsiripanyo, Chief of the Thailand RBC Secretariat.

According to the Ministry of National Defence, discussions focused on outstanding border-related issues, but the two sides were unable to reach a common position during the meeting.

As a result, both delegations agreed to return to their respective headquarters to continue exchanging documents and conducting further negotiations. Officials said this process would continue until a mutual understanding is achieved, after which a formal signing ceremony will be arranged.

Talks Guided by December GBC Agreement

The ministry noted that the special RBC meeting was conducted in line with the Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC), held on December 27 last year, which laid the groundwork for de-escalation following heightened border tensions.

Both Cambodia and Thailand reaffirmed their commitment to fully implementing the outcomes of the GBC meeting, including measures aimed at reducing friction along the border and strengthening communication between military authorities.

Commitment to Stability and Cooperation

During the meeting, both sides emphasized the importance of continued dialogue to prevent misunderstandings and to promote practical cooperation at the local level. The presence of the ASEAN Observer Team was described as a confidence-building measure supporting transparency and trust between the two neighbours.

The Ministry of National Defence said the ongoing negotiations reflect a shared determination to contribute to regional peace and stability, while working toward a swift return to normalcy in border areas affected by recent tensions.

Further meetings are expected once document exchanges and technical consultations are completed, officials added.
